About Niagara Conservation

Niagara Conservation traces back to 1974, when founder Bill Cutler built the first Niagara showerhead in his garage while trying to make a wasteful fixture use less water without losing pressure. The company he started, Energy Limiting Systems, was soon renamed after that showerhead's own popularity, and has stayed family-owned and headquartered in Cedar Knolls, New Jersey ever since, expanding from showerheads into toilets, faucet aerators, and flow-control hardware for utility companies, government efficiency programs, and everyday homeowners.

The EPA named Niagara Conservation its WaterSense Manufacturer Partner of the Year in 2013, recognizing the company's work getting certified, low-flow fixtures into wide use, and its showerhead lines have carried the WaterSense label since the certification program's earliest years. That EPA-verified efficiency, rather than a self-applied eco-friendly label, is the throughline across the catalog: every fixture is built to meet or beat a federal or state flow-rate ceiling while still delivering a shower that doesn't feel like a drizzle.

Why we recognized Niagara Conservation

The DIYRated Top Brand recognition isn't paid for and can't be applied for. We award it to the brands whose products consistently stand out in our hands-on category reviews. Niagara Conservation earned it on the strength of the products below, evaluated the same way every product on this site is: bought, put to work on real jobs, and judged on merit.

Niagara Conservation products we rated highly

Niagara Conservation Earth Spa 3-Spray 1.5 GPM Shower Head
Top Pick 2026

Niagara Conservation Earth Spa 3-Spray 1.5 GPM Shower Head

The only shower head in our lineup with genuine EPA WaterSense certification at 1.5 GPM, meaning it's independently tested to meet the federal efficiency standard rather than just labeled eco-friendly on the box. In our testing, a patented internal flow compensator kept the spray steady even as household supply pressure fluctuated, and Niagara's own figures put its water use at roughly 40 percent below a typical low-flow head. It carries a 4.5-star rating and a clean brushed-nickel finish that reads more premium than its price.

What earned Niagara Conservation the recognition

  • One of the shower head industry's longest continuous track records, dating to the first Niagara showerhead built in 1974 and still family-owned today.
  • Named the EPA's WaterSense Manufacturer Partner of the Year in 2013, the program's own recognition of Niagara's efficiency work rather than a self-awarded claim.
  • Genuine WaterSense certification on its Earth Spa line, independently verified to meet the EPA's flow-rate standard at 1.5 GPM.
  • A patented internal flow compensator that holds spray pressure steady through household supply fluctuations, addressing the weak-drizzle complaint that used to define low-flow fixtures.
  • Product range extends beyond showerheads into WaterSense toilets and faucet aerators, reflecting a company built specifically around water conservation rather than a single hero product.
